There is what is called the natural rate of unemployment. It all comes down to the way the economy works depending on the levels of frictional and structual unemployment. Some methods are the expansionary monetary policy in this policy the FR changes the policy by reducing the fed funds rate. this is positive because unemployment does affect the economy they want to drop the rate for unemployment.

Unions affect the natural rate of unemployment, unions raise the wage above the equilibrium level the quantity of labor demanded declines while the quantity of labor rises so there is unemployment. There are many people that don’t have what is needed to be able to work in a certain place. Many people after a certain age can’t work its not about discrimination it’s just about what is the best for the older people. YES everything really affects the cost of hiring employees because it just depends on how badly you need the people and when people want to work for you.
